Global automation regulation upgrade: policy promotion and corporate response in parallel

  • June 30, 2025
With the deep integration of artificial intelligence and industrial automation, many countries and regions around the world are accelerating the promotion of automation regulatory legislation. International leading brands such as ABB, Bently Nevada, Honeywell, etc. are closely following policy trends to adapt to the changing market environment and compliance requirements.

EU: AI Act triggers regulatory controversy

The EU AI Act will be fully implemented in August 2025, focusing on regulating high-risk AI systems and general-purpose AI (GPAI).

The head of ABB's European R&D Center pointed out that although the bill helps to establish a transparent and controllable AI system, its potential risk of delaying the innovation cycle cannot be ignored.

At the same time, the CEO of Bosch in Germany bluntly stated that if the supervision is "too dense", the EU may "regulate itself to death", which will seriously impact the company's independent development capabilities. Many automation companies, including ABB, are accelerating the deployment of "regulatory compatible" system modules to meet the challenge.

United States: Federal ban clause triggers industry shock

The U.S. Congress is currently discussing a bill called the "Big Beautiful Bill", in which a controversial clause proposes to prohibit state governments from establishing new regulations for AI systems in the next 10 years. This clause is under dual pressure from industry giants and local governments.

A senior compliance officer at Bently Nevada pointed out that if the bill is implemented, it may bring short-term regulatory unification benefits, but it may also weaken the proactive prevention capabilities of technology powerhouses such as California and New York.

The California State Assembly has recently passed several AI safety-related bills, explicitly requiring automated equipment to indicate "AI identity" in scenarios such as psychological assistance and customer service.

Australia: Promoting automated safety compliance with standards first

The Australian government has implemented the "Voluntary AI Safety Standard" in 2024 through the National AI Strategy, and plans to propose binding policies by 2026.

Honeywell Process Solutions Australia and New Zealand technical consultant said: "Australia's standardization orientation provides us with clear boundaries for developing high-risk industrial control systems, which will help promote the implementation of the automation safety certification system in the Asia-Pacific region."

Global cooperation: A unified regulatory framework has taken shape
More than 50 countries, including the United Kingdom, Israel, and the European Union, have signed the Framework Convention on Artificial Intelligence and Human Rights promoted by the European Commission.

Honeywell UOP and ABB are participating in multiple multinational automation projects, emphasizing that their systems comply with the ethical principles of "trusted AI" and human-machine collaboration.

International trends show that if automation companies want to maintain consistency in the global supply chain, they must incorporate compliance design into the early R&D process.

Conclusion
The global automation industry is in a new stage of "policy-driven + technological breakthrough" dual-wheel parallel. ABB, Bently Nevada, Honeywell and other international automation leaders are taking advantage of regulatory changes to reshape product architecture and compliance mechanisms to ensure that they maintain their leading position in the rapidly evolving industrial environment.
